故事的背景是天下共主啟昆被刺身亡后，天下陷入大乱，四国天璇、天枢、天玑和天权开始争夺天下霸权。蛮族遖宿国趁机入侵中垣，并相继攻陷了天枢和天玑，士气大涨，意图吞并天璇和天权，进一步扩张领土。瑶光王子慕容离（查杰饰）离开天权，前往遖宿，鼓动其举兵进攻天璇。同时，利用仲堃仪（熊梓淇饰）和天璇的合作，暗杀遖宿国王毓埥，成功扶植毓骁登上王位，并在其帮助下建立了新的郡县，力图平衡天下局势。 为了进一步增强天璇的实力，仲堃仪派遣门徒楚艮宁和顾十安前往天璇，协助陵光国王，使其逐渐恢复强盛。然而，慕容离利用自己的计谋，设计自己失踪，诱使天权和遖宿联合举兵攻打天璇，最终导致了天璇的覆灭。慕容离最终复出，但却被仲堃仪算计，不得不面对遖宿的军队。他请求天权的援助，天权派兵帮助慕容离成功击退了遖宿国的入侵。本以为天下将迎来和平，然而开阳的野心却再次浮出水面，仲堃仪的计策导...。The film is based loosely around events in December 1995 that culminated in the murders of three drug dealers in Rettendon, Essex, UK.
