民国时期，鱼龙混杂的津门码头风云再起，漕运与青龙帮为争夺生意大打出手。扁鹊神针传人秦凡前去当和事佬，却失手“打死”两个帮派兄弟，被扣上杀人偷尸越狱的恶徒之名，遭到警察和两个帮派合力追捕。完全不记得自己如何逃出大牢的秦凡决定亲自查出偷尸者以及两个小弟的真正死因来自证清白，在抽丝剥茧的查证过程中，他发现帮派火拼的背后是洋人想要暗度陈仓将大量毒品运进中国的诡计。大烟馆布满了整个码头，洋人的祸国阴谋不断残害百姓，秦凡能否安然脱身？又该如何制止洋人的恶行？。Martin (John Amplas), a young man who looks around 20-years-old, boards a train in Indianapolis, Indiana for New York.
