Plebs follows three desperate young men from the suburbs...。16岁单亲家庭女孩“佩佩”，她的城市既是香港、也是深圳，一边有身份，一边有生活。为了和闺蜜的约定，为了自己的存在感，为了懵懂的好感，她内心的冲动被点燃、“水客”成为了她的另一个身份，一段颇有“冒险”感的青春故事就此开始。。黒道“少和帮”风云人物陈军（刘谦益 饰）金盆洗手，传位于爱徒王立华（范文芳 饰）。王立华有他人不具备的远见卓识，她取缔了原先靠暴力帮人讨债的手段，以确保帮会不被警方盯上而瓦解。所以，上台伊始，她就对原先帮会內部制度进行大刀阔斧的改革，不料她的举措招致师父陈军不满。立华的丈夫（李国煌 饰）是一名舞蹈老师，他的婚姻基本属于“拉郎配”，是被黑道所逼与立华成的亲，名为夫妻，实则两人没有什么感情。青龙帮帮主（林德荣 饰）知悉陈军与立华不睦，趁机挑唆离间少和帮关系，并想拉拢陈军易帜，狡诈的陈军能悟出其中诡计吗......。
